Muneeb has been reviewing and drafting legislative Bills, statutory amendments, rules, regulations and statutory notifications for over two decades. The main recipients of his legislative review and drafting services have been the Government of Pakistan, Provincial Governments, regulatory authorities and international institutions providing technical assistance to the country.

Some of his legislative works are listed below:

Legislative Bills: 
He reviewed and prepared legislative Bills and amendments on economic and social sector laws and criminal justice system which include:

– banking regulation
– deposit protection

– electric power regulation

– securities market.  

Upstream Regulation: 
He drafted legislation for upstream regulatory authority of Pakistan, on a World Bank project.

Corporate Rehabilitation Law: 
He drafted the legislative Bill on corporate rehabilitation procedure for distressed companies, for the Ministry of Finance, Pakistan.

Corporate Restructuring Law: 
He drafted the legislative Bill on specialised companies to deal with corporate restructuring, for the Ministry of Finance, Pakistan. 

VAT/GST Law: 
He drafted the legislative Bill for value added tax, for Finance Ministry and Federal Board of Revenue. 

AML/CFT Law: 
He drafted statutory amendments and subsidiary rules and regulations to the Anti-Money Laundering Act, 2010, Anti-Terrorism Act, 1997 and United Nations (Pakistan) Act, 1947, for the Ministry of Finance, Pakistan.

AML/CFT Policy: 
He drafted national AML/CFT policy, for Finance Ministry and State Bank of Pakistan.

Power Sector Policy: 
He drafted captive power policy for production of electric power by small industrial units, for WAPDA and Ministry of Power, Pakistan.

Health Sector: 
He drafted legislative Bill for setting up the Punjab Healthcare Commission, on an ADB project. 

Labour Fund: 
He drafted sub-legislative amendments for the Sindh Benevolent Fund, on a World Bank project. 

Criminal Justice Laws: 
He drafted amendments of Balochistan’s criminal justice laws, on a UNODC project. 

Gas Sector Regulations: 
He drafted statutory rules and commercial code for third-party access to gas transportation network and LNG terminals on a World Bank project. 

Regulatory Licenses: 
He drafted standard licenses for transmission, distribution, sale of gas, on a World Bank project. 

SOE Restructuring: 
He drafted complete legislative framework, including legislative Bill, subsidiary rules and regulations, for the restructuring of National Savings Organization of Pakistan, on a USAID project.

Privatization Structure: 
He drafted policy advisory note on structuring the privatisation framework for electric power distribution companies (DISCOs), on a World Bank project.
